Depends on who's conducting the interview. If it's HR people they are more interested in how you would fit into the organization so emphasis is on personality assessment. If it's the department head, there's more likely to be tactical questions (technical-specific).

In private company Job related questions. In Govt. Job the questions which are not related to job.

Expect a background check for a private company. For the government you need a security clearance which is much more extensive.
