I am not telling you what state they will start off in."After today, from time to time, I will select one prisoner at random and take him to the lights. This prisoner will select one of the two lights and reverse it. He must switch one, but only one. Then he'll be led back to his cell. "No one else will move the lights until I lead the next prisoner there, and he'll do the same thing. I'm going to choose prisoners at random. I may choose the same person many times, or i may jump around and come back.But, given enough time, everyone will eventually visit the switch room as many times as everyone else. At any point If anyone of you can declare to me, 'we have all visited the switch room and are 100% sure. You can all go free. If you are wrong I will eat you all. What is the goal/criteria in order to be released?The wording of this puzzle is quite vague and confusing.After visiting the link provided by gedd500...One possible strategy is for the prisoners to agree ahead of time to turn both light switches on, take one bulb out of the socket, break it into more than 22 pieces and when a prisoner enters the room the FIRST TIME that they place one piece of glass near the unbroken lamp. When the 22nd prisoner comes in, there will be 21 pieces of glass there regardless of how many "repeat" visitors there have been.Then this 22nd prisoner can claim "both lights are "switched" on (although only one light is lit), all prisoners have visited and I am the last one".

They will evenly split choosing the same lightbulb; the first person will choose one of the lightbulbs that is assigned. If an even number of people have chosen, it will be in the same state as the other one. If the people come back, they will switch the opposite lightbulb.

Have the prisoners wait a year before claiming all have gone. By that time everyone probably has gone, and if not they'd probably be ready to be eaten anyway.
