Jpg file is a picture format. Your resume will look pretty, but companies will not be able to copy the information.

First you need a website that will let you post pictures. There are many free websites that let you do that. Then you need to provide a link to it. For example
<a href="the-url-to-your-resume dot com">My resume is here.</a>

Do a Google search on HTML linking.
