i have a puppy too. and he used to always pee on the carpet, and never outside. try getting potty pads. put the potty pad in the corner or somewhere where he can find it easily. tell him to pee there, most people point and say "potty here" leave the pad there for a couple days, and then move it closer to where the stairs are. and then eventually outside. if you dont want to buy potty pads, then you can just give him water when he eats or after he runs a lot. you should always take him outside a few minutes after he eats ir drinks. if he pee's or poops outside then give him a small treat right after he does. or tell him that he's a good boy and pet him.

Dont leave the water or the food down for him to have at his leisure... Make a schedule for him as to when he can have water and food... I had paper trained my dog at first but after a while i got tired of mopping all day every day so I put her on a schedule and everything feel into place ( it took about two weeks for me to completely trust her)... SO if you let him have water and food, right after that take him outside and stay out there for about 15minutes to give him time... then if he doesnt go and when you come back in and he does in the house... yell at him but not in a maniac way... just enough to starle him so he knows that it upsets you when he does that... and continue that routine for a while and see what it does... But because he is so young consult with him vet to be sure his schedule is okay! Hope this helps...

KENNEL HIM when you are not by his side. While Kenneled, the K9 normally should not relieve himself because that confined space will be all the area he has. MAKE IT A POINT to take him outdoors repeatedly to relieve himself so that he will eventually learn that being outdoors means it is O.K. to do this. If he DOES (again) relieve himself indoors, PRESS HIS NOSE INTO THE "ACCIDENT" and immediately take him outdoors where he is supposed to relieve himself. Enough repetition will train him.
