Pad Training a puppy?

The puppy isn't even 2 months yet, and when we got him.. he was basically raised outside...where he could go whenever wherever.
Now I'm trying to train him to use pads, but it's just hard.. he doesn't whine anymore to use the bathroom he just goes wherever, several times on the bed, on the floor, just anywhere.
You can't tell when he's about to go anymore, before you could, but now there's no sign.. what should I do??

How big is the puppy start with a small area with food water wee wee pads blocked when he uses the pad praise him when keeps using the pads make the area a little bit bigger not moving the pad intime he will know that is where u want him to use the pad and he will be able to run the house do it a week at a time moving the space bigger and bigger as he uses the pad in the pen area
