For Visual Basic, if you are a complete newbie (or novice) I would recommend the book "Programming with Visual Basic 6.0" authored by Julia Bradley and Anita Millspaugh. The following URL is what I'm referring to

http://www.amazon.com/Programming-Visual-Basic-Julia-Bradley/dp/0071204814

For Operating Systems, Galvin's book has been recommended to several universities. However, I would request you to go through the following books and determine which suits you best. Ofcourse, it wouldn't mean you read all the three. Begin with one book and read on a particular topic (broad topic), read the three books on the same topic. It can then make it easy for you to choose which book is suitable over the other.

Operating Systems - Godbole
Operating Systems - William Stallings
Modern Operating Systems - Andrew Tanenbaum
Nevertheless, Galvin's book could also be considered in this.
